The Spokane County Sheriff's Office and the Spokane County Sheriff's Reserve Association is pleased to be the host of the 2001 WSLEA/WSRLEA Training Conference. This conference will be held on August 2nd-5th 2001 at the West Coast Hotel 303 W. North River Drive, Spokane WA 99201.

We will be offering training opportunities to help the full time and part time officer enhance their knowledge and skills. Instructors will be utilized from Spokane County Sheriff's Office, Spokane Police Department, Vancouver Police Services and the Washington State Patrol.

There will be a no host barbecue followed by a Spokane County Sheriff's Office Swat Team demonstration on Friday. President's Dinner on Saturday night. Entertainment to be provided by Lt. Governor Brad Owen's Band. We will provide opportunities to your family to enjoy local attractions (i.e.: theme parks, water slides, etc.…). A golf trip and PPC competition shoot on Thursday for those wishing to participate. Vender displays available both Friday and Saturday.

The deadline for early registration is July 6th, 2001. We anticipate that classes will fill quickly so please register early.

THURSDAY-AUGUST 2, 2001

This 24-hour law enforcement bicycle association training is geared towards officers interested in full or part time bicycle patrol. Topics covered will include bike fit, nutrition, cardiovascular fitness, and common cycling injuries, slow and high-speed drills. The student is advised to practice with their bike prior to attending the class, they will be training and riding 10-15 miles per day. This class will have an additional $20 material fee payable with registration. The student must bring the following items: 1) Good quality bicycle that you would use on duty 2) Bicycle helmet 3) Shorts (padded are recommended) 4) Cycling gloves 5) Rain gear 6) Change of clothes 7) Water bottle 8) Food/snacks etc.. 9) Spare inner tire 10) Tire patch kit

Upon successful completion of this course, participants will be able to meet the operator certification standards established by the State Toxicologist. Identify legal applications for BAC Verifier results. Identify relevant state and federal laws and Supreme Court decisions that impact admissibility and use of BAC Verifier results. Demonstrate proper operation of the BAC Verifier to accurately measure and document blood alcohol concentration. All students need to bring a PBT to class.

Doppler Radar training will provide you with the certification you will need on duty for Radar assisted traffic stops.

Learn to search buildings using the newest tactics and officer safety procedures.

Topics covered will include an introduction to Los Angeles style gangs and their influence in the Northwest. Hispanic gangs, Southeast Asian gangs, White Supremacists and other gangs. This training will also cover officer safety issues when making contact with known or suspected gang members.

This training will teach you how to control crowds. Learn tactics that will help you provide safety for civilians and other officers.

Students will be given an overview of what a "Meth Lab" is and provided information on the concealment of labs and mobile labs. The use of chemicals and materials needed to manufacture Methamphetamine.

Learn procedures to safely stop an "Active Shooter". This training will help you learn tactics to safe guard the public in an aggressive shooting situation.

Learn tactics involved in a Felony traffic stop. Learn to stop a vehicle and safely remove the occupants.

Your training class registration form must be turned in along with your Conference registration form.

Complete the personal information on the training class registration form.

Note the training class section number of the training classes you are interested in attending and the date and time of each training class. You are responsible to ensure the training class times do not conflict with each other.

You will receive a training class confirmation in the mail two weeks prior to the Conference. You should bring the training class confirmation card with you to the Conference.

CONFERENCE 2001 PPC COMPETITION SHOOT 

A firearm competition will be held at the WSLEA/WSRLEA Training Conference on August 2nd, 2001 at the Spokane Police Academy.

Participants should be aware of the following:

-Participants must be commissioned law enforcement officers, authorized by their agency to carry a firearm in the performance of their duties.

-Participants must be registered for the conference as either attendees or instructors.

-The match will included a basic PPC course and a shotgun course. Scores from these courses will count toward the final ranking.

-Handguns must meet the NRA "Duty Gun" criteria.

  1. Revolver- the revolver must be capable of chambering and firing the standard 158-grain lead .38 special service load. It must be a factory-manufactured revolver with no external modifications, except for stocks, which may be modified or changed because of size of competitor's hand, or to facilitate loading. Since action trigger pull must be at least 2 1/2 lb. Minimum. Specifically prohibited are any systems of recoil control based on compensators, barrel venting, or barrel porting.
  2. Semi-Automatic Pistol- Factory manufactured (catalog item) center-fire semi-automatic pistol of .35 caliber of longer, barrel length not to exceed 5 inches. Rear sights may be fixed or adjustable, and fixed open sights may not extend beyond the front of the slide-maximum sight radius more than 7 1/2 inches. Trigger pull no less than 3 1/2 lb. In single action. The pistol must be equipped with standard issue grips or commercially available grips of the some size and design. Thumb rest grips or those flared at the base are not allowed. Tape on grips to provide a sticky surface is not allowed. No external modifications are permitted. No internal modifications may be made that would render the pistol less safe than originally designed by the manufacturer. All standard safety features must operate properly. The following are allowed: Ambidextrous safety, beavertail grip safety, extended magazine release, full length recoil spring guide rod, extended slide release, rubber covered/synthetic main spring housing, aluminum/synthetic trigger, magazine base pads, checking/stippling to finish, commercially manufactured rubber sleeve on grip. The following are not allowed: Sight ribs, extended front sights, compensators, ported barrels, barrels which extend beyond the slide/bushing making them longer than the original barrel, extended magazines, grips which flare from the base, external weight systems. No optical devices (other than corrective and/or safety eyewear) will be permitted. This includes, lasers, optical sights, scopes, or anything other than factory equivalent open sights.

-Gun belts, holsters, and magazine pouches must be of the style and type used by the officer during uniformed patrol duties. "Race" holsters, crossdraw holsters, and shoulder holsters will not be allowed. Holsters must have at least one safety strap.

-Participants will need 200 rounds of handgun ammunition, 25 rounds of buckshot, 15 rounds of slugs and 75 rounds of "birdshot".

-Spokane Police Academy Range rules will apply. There are a limited number of safety glasses and hearing protection available at the range. It is recommended that participants wear closed-toed shoes, long pants and a billed hat.
