Agent Tommy Chin of the U.S. Immigration and Naturalization Service died October 17, 1999, from the flesh-eating bacteria, bete-hemolvtic streptococcus, group A, that he had contracted as he arrested 151 illegal Chinese refugees on an island off the coast. He had been with the INS for 11 years and is survived by a wife and child.
