Declares that the purpose of this act is to establish a risk assumption program whereby employers of plan 1 active and retired members of the law enforcement officers' and fire fighters' retirement system voluntarily enter into membership in a risk pool for the purpose of sharing the noninsured medical costs of long-term care and major medical services for retired members of plan 1. Such long-term care and major medical services are those required under plan 1 and approved by city and county disability boards.

Members shall serve in a trustee capacity and with fiduciary responsibility in administrating the assets of the public retirement systems which are declared a trust. Repeals RCW 41.45.100, 41.45.110, and 41.45.120.

Sheldon; Rasmussen; Oke; Rossi; West; Hewitt Finds that the public employees' benefits board has extended eligibility by authorizing benefits for same sex domestic partners of state employees. In order to limit the escalation of health care costs, and to prevent the further expansion of benefit eligibility, the legislature intends by this act to reverse the board's action. Declares an intent that eligibility for these benefits be limited to lawful spouses and dependent children of state employees. Directs the secretary of state to submit this act to the people for their adoption and ratification, or rejection, at the next general election to be held in this state, in accordance with Article II, section 1 of the state Constitution and the laws adopted to facilitate its operation
